OPM hiring rule changes — anyone tracking implementation?

The federal hiring authority changes that landed in Q1 nominally allow agencies to weight skills assessments above degree requirements. In practice the agencies I've talked to are still defaulting to degree filters because the assessment infrastructure isn't there. Anyone here working on filling that gap?

Half the agencies I cover have signed off on the new authority on paper and changed nothing operationally. The hiring managers don't trust assessments they didn't build, and they don't have time to build new ones. There's a real opening for off-the-shelf, defensible measurement tools here.

+1 to Elena's point. The bottleneck isn't policy, it's that most HR teams don't have anyone qualified to evaluate an assessment. Building the tool is half the problem; building trust in the tool is the other half.
