Building a reading list for a client team transitioning to skills-based hiring. Beyond the Infrastructure Series, what should be on it?

Bryan Caplan's "The Case Against Education" is provocative and worth arguing with. Lauren Rivera's "Pedigree" is the better empirical companion.

For the design side: "Universal Design for Learning" by Meyer, Rose, and Gordon. Not specifically about hiring but the assessment-design implications carry over directly.
